1. General Provisions

1.1Planning target

By commercial layout planning, distribute commercial network reasonably. Meanwhile, by commercial development guidance, promote commercial circulation healthy growth.

1.3 Planning contents

The distribution and development of the commercial networks engaged in commodity wholesale, retail and service.
As commercial network is consisted of retail network and wholesale network, the planning classifies the wholesale-retail integrated network to retail or wholesale network in accordance with its leading category

1.4 Planning scope

It covers the range stated in Chengdu General Urban Planning (2003-2020), including the city proper (i.e. Jinjiang District, Qingyang District, Jinniu District, Wuhou District, Chenghua District and High-Tech Zone), Xindu District, Qingbaijiang District, Longquanyi District, Shuangliu County, Wenjiang District and Pixian County with total area 3,681sq.km. But, the planning is focused on the inner city within 4th ring-road of the City with approx 597sq.km.
1.5 Planning period

The deadline of the commercial network development planning is same as that of Chengdu General Urban Planning, until 2020.


2. Planning guidance and principles

2.1 Planning guidance
2.1.1 Adhere to the master principle of building up the commercial network with unified management, fair competition and orderliness.
2.1.2 Guide commercial network construction for giving prominence to the commercial and trade center in Chengdu City.
2.2 Planning principles

2.2.1 Combine far and near commercial spots for unified and harmonious development.
2.2.2 Guide commercial classification and network layout optimization in the City.
2.2.3 Combine the regulating and controlling function of the planning with market system performance together.

 

3. Planning target and scale

3.1 Development target

Build up modern commercial network system connecting with the markets both home and abroad to turn Chengdu City into the commercial and trade center in west China. 
3.2 Development scale

3.2.1 The general scale of the commercial network development in Chengdu City should be kept in synchronization with the national economy development pace in the City.
3.2.2 Gross amount prediction

(a) In 2010, consumer goods retail total amount shall reach RMB174,010,000,000yuan with 12% annual growth rate; while in 2015, the retail total amount shall reach RMB280,250,000,000yuan with 10% annual growth rate; and in 2020, it shall reach RMB411,780,000,000yuan with 8% annual growth rate.
(b) In 2010, the wholesale and retail total amount shall reach RMB98,450,000,000yuan with 12% annual growth rate; while in 2015, the total amount shall reach RMB153,720,000,000yuan with 10% annual growth rate; and in 2020, it shall reach RMB225,870,000,000yuan with 8% annual growth rate.
3.2.3The land acquisition scale for varied-level commercial retail network shall be controlled to 0.9-1.2sq.m per capita.

3.2.4 Retail network land use prediction

(a) In 2010, the downtown area shall be controlled at 5-7sq.km around, while the commercial land use in the area shall be controlled at 4sq.km around.

(b) In 2020, the downtown area shall be controlled at 7-9sq.km around, while the commercial land use in the area shall be controlled at 5sq.km around.


4. Commercial network overall layout

4.1 Downtown commercial area division

The downtown shall be turned into the commercial and trade center in west China; while all peripheral districts and counties shall be turned into the outward-radiation wholesale market with local service function. The downtown commercial area division includes:
(a)Central downtown: focus on the commercial center mainly consisted of commercial centers and shopping centers.

(b) Longquan District: focus on leading dispatch center construction and holiday-making recreation facilities construction.
(c) Huayang Town: focus on commercial center, modern service industry and waterside recreation development.
(d) Dongsheng Town: focus on commercial center, modern service industry and airport logistics base construction.
(e) Xindu District ¨C Qingbaijiang District: focus on commercial center, logistics center and tourist industry development.
(f) Pixian County: focus on commercial center, ecological sightseeing facilities and recreation facilities construction.
(g) Wenjiang District: focus on commercial center, modern service industry and flower base recreation facilities construction.
4.2 Central downtown commercial network development overall configuration 
The commercial network in the central downtown of Chengdu City shall be built into the area with one well-equipped central commercial area and 6 tourist commercial areas. By establishing exhibition commercial area, regulating wholesale market layout, fostering community commercial center, nurturing residential quarter commercial center and neighborhood commercial service , push commercial street construction forward for building up commercial network with reasonable distribution.
(a) 2-axises: Renmin Road (longitudinal axis) and Shudu Avenue¡ªDongdajie Street¡ªold Chengdu-Chongqing Road (latitudinal axis), showing + shape.
(b) 1-central commercial area: it¡¯s consisted of 3 main function areas and 1 supported area, i.e. commercial center division, commercial center division, cultural exhibition division and leisure life division.
(c)6 tourist commercial areas: Wuhou Temple tourist commercial area, Wenshu Monastery commercial area, Shuijingfang tourist commercial area, Huanhuaxi historical and cultural scenic area, Shilin historical and cultural scenic area and north suburb historical and cultural scenic area.


5. Varied retail industries distribution principles

5.1 The retail industry in Chengdu City includes: general store, supermarket, convenience store, specialized-commodity  store, exclusive-sales store, large-scale comprehensive supermarket, storage-type marketplace and shopping-mall etc. Of which, storage-type marketplace, large-scale comprehensive supermarket, large-scale general store, large-scale specialized-commodity  store and shopping center belong to large-scale retail classification.
5.2 The large-scale retail items should be distributed with reasonable service radius. In principle, the large-scale supermarkets should be distributed with approx 2km service radius; while shopping center and storage-type marketplace should be distributed with approx 4km service radius. 

5.3 As to such main items of the retail industry in Chengdu City as location selection, scale, commodity constitution, operation manner, service function and target customer etc, refer to Chengdu City Main Retail Industry Items Data Sheet (attachment No 2).
5.4 Chengdu City Commercial Retail Item Classification Criterion shall be released after stipulation.


6. Wholesale markets overall layout
(a) The downtown area within 2nd ring-road in Chengdu City shall be exempted from wholesale market construction, and the area between 2nd rind-road and 3rd ring-road is available for wholesale market construction after strict approval.
(b) With reference to the urban development layout, the wholesale markets shall be distributed at the edge of the City and all districts and counties surrounding the City.
(c) Promote wholesale market specialization, scale orientation and regionalization.
(d) In view of Chengdu City Fire Control General Planning (1996-2020), the dangerous goods wholesale markets should be located outside of 4th ring-road and Hongan Township to Longquanyi District.
(e) Agricultural product and production goods wholesale market, as well as other commodities transaction marketplace should be put in distribution in accordance with the planning.


7. Logistics bases layout

7.1Founded on the framework of 1-network, 2-platforms, 3-parks, 4-centers and several logistics service stations, build up modern logistics system in Chengdu City.
7.2 1-network: it refers to fast logistics network, i.e. the logistics dispatch network in city proper by the freight transport fast channel linking with the neighboring areas. 2-platforms: it refers to public logistics information platform and transport infrastructure platform.

7.3 The logistics base is mainly depended upon 3-int¡¯l transit logistics park and 4-regional comprehensive logistics centers. The former refers to Qingbaijiang logistics park, Chengdu trans-container logistics park and Chengdu airport logistics park; while the latter refers to Chengdu-Xindu logistics center, Chengdu-Longquan logistics center, Chengdu-Shuangliu logistics center and Chengdu tax-exemption logistics center.

8.Other commercial networks layout
As to auto trading market layout, refer to Chengdu City Central Downtown Auto Trading Market Planning (2005).

The flea-market etc layout should be sketched out according to the planning.


9. Varied-level commercial centers layouts
9.1 In view of the commercial network distribution principles and the practical situation in the City, the commercial network system in Chengdu City shall be composed of: city-level commercial center area, peripheral town commercial center, block commercial center, residential quarter commercial center (community commercial center), neighborhood commercial service , specialized-store street, town commerce, and rural commerce etc.
9.2
The central downtown commercial network constitution shall be consisted of 1 city-level commercial center, 19 block commercial centers (including 2 sub-central commercial centers in the central downtown) and approx 100 residential quarter commercial centers.
9.3 City-level commercial center areas layout
9.3.1 City-level commercial area shall be located in central business district, i.e. the block of Yanshikou¡ªChunxi Road¡ªDaci Temple, totaling 1sq.km area.
9.3.2 Within the city-level commercial area, such items shall be encouraged as general store, specialized-commodity  store, exclusive-sales store and recreation services; while such items shall be put in appropriate establishment as supermarket, convenience store, catering services and daily necessity services; and such items shall be put in restriction as large-scale comprehensive supermarket, storage-type marketplace and farm produce fairs.
9.4 Peripheral town commercial center layout

9.4.1 6 peripheral commercial centers shall be located in Longquan District, Huayang Town, Dongsheng Town, Xindu District, Qingbaijiang District, Pixian County and Wenjiang District.

9.4.2 The peripheral commercial center establishment should be kept in coordination with the town area and population, as well as urban planning; meanwhile, build up sustainable commercial development space by high standards construction.

9.4.3 Within the peripheral commercial center area, such items shall be encouraged as specialized-commodity  store, exclusive-sales store, supermarket, convenience store, catering services and recreation services; while such items shall be put in appropriate establishment shopping center, general store, large-scale comprehensive supermarket, storage-type shop and daily necessity services; and farm produce fairs shall be restricted from establishment.
9.5 Block commercial center layout

9.5.1 Block commercial center shall be located in the place close to inhabitation quarter, commercial activity venue and mass transit terminal.

9.5.219 commercial centers shall be set up in the central downtown area, including:
(a) Chenghua District: 4 block commercial centers located in Jianshe Road, Qinglong Block, Longtan Block, Baohe Town ¨C Shilin Block.

(b) Jinjiang District: 2 block commercial centers shall be located in Niushikou Block and east-city sub-center.
(c) Wuhou District: 5 block commercial centers shall be located in Tiaosanta Block, Gaoshengqiao Block, Hongpailou Block, Jinyang Block and Gaobei Block.
(d) Qingyang District: 3 block commercial center shall be located in Luomashi Block¡ªXidajie Street, Qingjiang Block and Guanghua Block.
(e) Jinniu District: 4 block commercial centers shall be located in Chadianzi Block, Shawan Block¡ªExhibition Center, north railway station and Dongzikou Block.
(f) High-Tech Zone: south-city sub-central commercial area.
9.5.3In the block commercial center area, such items shall be encouraged as specialized-commodity  store, exclusive-sales store, supermarket, convenience store, catering services, cultural services and recreation services; while such items shall be appropriately established as general store, shopping center, large-scale comprehensive supermarket, storage-type marketplace and daily necessity services; and farm produce fairs shall be restricted from establishment.
9.5.4 In near future, the east-city sub-center and south-city sub-center shall be built up with priority, so as to push eastward and southward urban development forward. Meanwhile, in combination with the construction of new city proper, the block commercial centers shall be built up simultaneously in Jinyang Block, Qinglong Block, Qingjiang Block and Chadianzi Block etc.

9.6 Residential quarter commercial center (community commercial center) layout
9.6.1 Residential quarter commercial centers shall be located in the section with dense pedestrian flow and convenient traffic conditions for providing services to local inhabitants. By the planning, approx 100 residential quarter commercial centers shall be built up within the central downtown area.
9.6.2 With principles of balanced distribution, reasonable division and convenience, the residential quarter supporting facilities shall be built up according to the planning, 1 commercial center established for 30,000-50,000 inhabitants in coordination with the residential quarter layout.
9.6.3 In the residential quarter commercial center area, such items shall be encouraged as community shopping center, supermarket, convenience store, specialized-commodity  store, catering services and daily necessity services; while such items shall be appropriately established as large-scale comprehensive supermarket, cultural and recreation services, exclusive-sales store and farm produce fairs; and the commercial items with disturbance possibility shall be strictly restricted from establishing in community. 
9.6.4 In near future, in combination with urban development, the residential quarter commercial centers shall be located in the newly-built residential quarters beside the 3rd ring-road with well-equipped facilities.
9.7
Neighborhood commercial services layout
9.7.1 Neighborhood commercial services layout
Neighborhood commercial services shall be set up at the main entrances and inhabitants main pathways.
9.7.2 Such items shall be encouraged in neighborhood commercial service establishment as convenience store, convenience shop, restaurant and daily necessity store; while such items shall be appropriately established as small-scale supermarket, cultural and recreation services and specialized-commodity  store; and such items shall be restricted as general store, large/medium-scale, supermarket, storage-type marketplace and shopping center.
9.7.3 During establishing the neighborhood commercial services, pay attention to noise source and hygiene blind area, avoiding traffic bottle-neck phenomenon.
9.8 Specialized-commodity  store street (characteristic street) layout
9.8.1 In the specialized-commodity street, specialized-commodity  store and exclusive-sales store shall be encouraged to build up; while the supporting commercial services shall be appropriately established; and the commercial services irrelevant to the street characteristic shall be restricted from establishment.
9.8.2
During building up specialized-commodity (characteristic) commercial street, sufficient supporting facilities and parking lot should be arranged to avoid such services locating in urban avenue and secondary main road. The specialized-commodity street should be built up with usual length over 100m and more than 30 specialized-commodity stores, which seated at the place surrounding commercial center with convenient traffic conditions.
9.8.3 At present, the central downtown area has already enjoyed Chunxi Road Commercial Pedestrian Street (comprehensively), Moziqiao Scientific and Technology Street and Yudaiqiao Furniture Street etc. With reference to the urban development and inhabitants¡¯ demands, the specialized-commodity street with cultural element and local characteristic shall be built up to facilitate citizens and upgrade city image.
9.9 Central town commercial services
9.9.1 Central town commercial services shall be established at the place with dense pedestrian flow to provide services to local inhabitants, peripheral farmers and migrant consumers. The commercial service establishment scale is designed with 20,000sq.m area for 20,000
¡ª50,000 populations.
9.9.2 In central town commercial area, such items shall be encouraged as supermarket, catering services, smallware market, farm produce fairs and farming facilities store, supported by daily necessity store, newsstand, post office and cultural/recreation services etc.
9.10
Ordinary town commercial services
9.10.1 Ordinary town commercial services shall be located in main blocks and farming material marketplace nearby for local inhabitants.

9.10.2 ordinary town commercial services shall cover approx 5,000¡ª20,000 populations with 5,000sq.m commercial area.

9.11 Rural commercial services

9.11.1 Rural commercial services shall mainly be located in administrative village or rural community with approx 2,000-5,000 populations with 200sq.m commercial area.
9.11.2 Rural commercial services shall focus on farming materials provision with secured quality, assisted by other daily necessity services.


10 Supplementary provisions

10.1the planning is subject to the clarification by Chengdu Commerce Bureau and Chengdu Planning Administration Bureau.

Technical term explanation

 

1  Central downtown: the area within the 4th ring-road of Chengdu City (including 500m width green belt outside the 4th ring-road) with approx 597sq.km area.
2  City proper: the range marked off by Chengdu General Urban Planning (2003-2020), including central downtown and Xindu District¡ªQingbaijiang District, Longquan District, Huayang Town, Shuangliu County (Dongsheng Town), Wenjiang District and Pixian County etc, demarcated by the 4th ring-road.
Commercial network: it refers to the separate business operation place, which located in the officially-demarcated confine running commercial circulation or productive materials and daily necessity services; and the comprehensive business operation place containing unified planning, operation item and management; including retail store, commodity exchange marketplace, logistics base, restaurant and other daily necessity services etc.
4 Retail commercial network:

(1) Definition: It refers to the compound body which is consisted of varied stores running consumer goods retail services.

(2) Retail commercial network classification

Retail commercial network classification by operation area:

Large-size retail commercial network: it refers to the network with more than 5,000sq.m operation area.
Medium-size retail network: it refers to the network with operation area between 2,000sq.m¡ª5,000sq.m.
Small-size retail commercial network: it refers to the network with operation area below 2,000sq.m.
(3) Retail commercial network classification by category
Classification by retail operation manner (see attachment No 2):
The retail operation manner shall be classified by target consumer sub-division and selection. Otherwise, chain-store operation is the usual operation approach in retail industry.
Classification by retail operation approach:

Individual store: it refers to the separate retailer holding single store.
chain store: it refers to the retail operation integrity consisted of several retail stores, which is managed by head-store or headquarters, holding unified procurement, dispatch, standards, operational manner, services and retail price; included directly-managed chain-store, franchised chain-store and authorized chain-store.
5Wholesale commercial network: it refers to wholesale market and logistics park; as logistics park planning has been included in specially-assigned planning, the provision should be subject to the specially-assigned planning.
(1)Wholesale market: it refers to the commodity exchange marketplace focused on bulking transaction or lot size transaction, ignoring ultimate consumer. It includes intangible market, i.e. carry out wholesale on internet; and tangible market, i.e. carry out mass wholesale in marketplace with large area. The wholesale markets stated in the planning refer to tangible wholesale market.
(2)Wholesale market classification by operation area or annual turnover:
Large-scale wholesale market: it refers to the market with more than 80,000sq.m operation area or more than RMB10, 000,000,000yuan annual turnover.
Medium-scale wholesale market: it refers to the market with operation area between 30,000sq.m
¨C 80,000sq.m or annual turnover between RMB3, 000,000,000yuan and RMB10, 000,000,000yuan.
Small-scale wholesale market: it refers to the market with operation area below 30,000sq.m or annual turnover below RMB3, 000,000,000yuan.
6All-level commercial centers: in Chengdu City, the commercial network system is composed of central business district, peripheral district (town) commercial area, block commercial area, residential quarter commercial area (community commercial area), neighborhood commercial services, specialized-commodity service street, central town commercial services, ordinary town commercial services and rural commercial services etc.
(1)Central business district: it refers to the commercial aggregation area with dense distribution, well-equipped service facilities and extensive service choices. 
(2)Peripheral district (town) commercial center: it refers to the commercial aggregation area, located in central downtown with intermediate density distribution and relatively well-equipped service facilities, providing services to local inhabitants and migrant consumers. 
(3)Block commercial center: it refers to the commercial center with intermediate density distribution, relatively well-equipped service facilities and extensive service area coverage in city proper.
(4)Residential commercial center (community commercial center): it refers to the modern community commercial services with limited distribution to provide daily necessities to local inhabitants, mainly founded on new-type community shopping center.
(5)Neighborhood commercial services: it refers to the community convenience commercial services providing daily necessities to local inhabitants.
(6)Specialized-commodity store street: it refers to the commercial street with densely-distributed specialized-commodity stores and exclusive-sales stores providing specialized commodities and services.
(7)Central town commercial services: it refers to the commerce with limited distribution in large-size town, providing daily necessities and farming materials to local inhabitants and farmers nearby.
(8)Ordinary town commercial services: it refers to the convenience commerce located in intermediate-size town, providing daily necessities and farming materials to local inhabitants and farmers nearby.
(9) Rural commercial services: it refers to the convenient commerce located in rural new-type community and rural area, providing farming materials and agricultural produces to local inhabitants and farmers nearby.
