Near-term Urban Construction Programs in Chengdu City

As the near-term urban construction planning is the important part of urban general planning, and the key-point in urban construction general layout, as well as the reference for urban construction program establishment, approval and management.
I Key targets of near-term construction
Confirm development key-point and schedule of general layout for near-term urban construction program; determine urban development direction, scale and spatial distribution; prepare protection measures for natural heritage and historical/cultural heritage; and put forward proposals for fundamental urban infrastructure, public utilities and ecological environment construction.
II Planning scope
The planning is focused on the central city proper, including 5 inner-city districts, Xipu Town, Dafeng Town, Honghe Town, the area within outer bypass as well as west area of Hi-Tech Zone and south Hi-Tech Zone.
Determine the peripheral scope in view of the general layout (excluding the central city, including Qingbaijiang District, Longquanyi District, Xindu District, Wenjiang District, Pixian District and north part of Shuangliu County); furthermore, put forward proposal for the near-term urban construction program.
Peripheral areas outside the planning zone shall be put into separate near-term construction planning respectively in view of the urban construction planning.
III Planning period
The planning is scheduled for the period 2003-2005, focusing on 2003-2004 annual planning.
IV Near-term urban development targets
Build up new east/south city proper and central business district, promote industrial development, uplift inter-city transit system, popularize historical culture, strive for the title of Environmental Protection Model City and strategic advantages in urban development.
1. Build up new east/south city proper & central business district
By sub-center construction in east and south part of the city, improve urban function of the old city proper and promote urban central business district construction.
2. Promote industrial development
All high-tech industries shall be gathered in west Hi-Tech Zone and south Hi-Tech Zone. By specially-designed industrial parks with sufficient space, all industries shall be settled for concentrated development; by which the structure readjustment shall be speeded up for the industrial enterprises in east suburb of Chengdu City.
3. Improve urban traffic conditions
(1)Optimizing 1st ring-road & reconstructing 2nd ring-road
(a) innovate east Chenggen Street and Xinhua Anenue;
(b)expand 1st ring-road from two-way 4-driveway to two-way 8-driveway, and reconstruct 2nd ring-road into urban high-speed-road;
(c) broad middle Renmin Road, Xinguanghua Street and east Erxianqiao Road etc;
(d)Innovate some important road-crossings and junctions.
(2) Construct rediatiform road network from 3rd ring-road and outer bypass
It includes innovation in previously-built Chengdu-Guanxian Highway, Sichuan-Shaanxi Highway, Jiefang Road, Niulong Road, previously-built Sichuan-Tibet Highway, Huaqiao Avenue, Caojin Road, Jiulidi Road and Yuanhua Road etc.
(3)Priority of Mass transit system construction program
(a)by construction of metro route No 1 and 2, the unitary ground mass transit system shall be turned into 3-dimenstional mass transit system;
(b)Build up bus exclusive driveway in Renmin Road and Shudu Avenue for large-scale mass transit.
4. Popularize historical culture in 3 blocks, 4 zones, 5 spots and 1 belt
3 blocks refer to 3 historical and cultural protection blocks, including Kuan/Zhai allies, Wenshu Monastery and Daci Temple;
4 zones refer to Jinsha relic protection zone, Huanhua scenic zone, Shilin City Park and Shuijinfang historical and cultural protection block;
5 spots refer to vessel-shaped coffin relic, Lijieren former residence etc;
1 belt refers to Funan Riverside sightseeing belt.
5. Establish Environmental Protection Model City
By 2004 in Chengdu City, the greening coverage rate reached 36%, and public green space per capita reached more than 7sqm. Besides increased 26sqm green space in 2003, the area of the green space was increased at least 13sqm. Furthermore, the aquatic environment improvement program was completed in Chengdu City.
V Near-term construction principle for proposed area
1. Near-term development principle
After innovation, Chengdu, the modern metropolis shall be consisted of 7 peripheral zones and central city proper. Meanwhile, all peripheral zones shall be put in unified urban development and industrialization, keeping industrial land use and residential land use in balance. Yet, the overspreading city expansion shall be prevented by reserving sufficient ecological interval zone. In due time, the counties in the planning area shall be upgraded into district jurisdiction to promote and ensure unified urban/rural development.
2. Principle for planning zone general layout
Keep in harmony with natural water system, march forwards from mono-center to multi-center metropolis, set up high-efficiency transportation system and put edge-linked city development into control.
VI Near-term construction implementation requiremnts and policies
Establish regular system to compile, inspect, supervise and reflect the urban construction planning; meanwhile, sketch out and revise the existent urban construction general planning for Chengdu City.
